宏观经济政策评价问题 AbstractMacroeconomicpolicyisoftenevaluatedsolelyonthebasisofempiricalevidences,suchasthebehaviorofmacroaggregates.Thispapeguesthatthisapproachistooshortcoming:manyunobservablevaluesareoftenasimportantastheobservableones,andmaynotbecorrelatedwiththeobservableones.Thusthesoleexplorationofmacroaggregatesisnotsufficienttoevaluatethemacroeconomicpolicy—theaxiomaticeconomictheorymustbeusedaswell.1.IntroductionMacroeconomicpolicy,especiallythemonetaryandfiscalone,isoftenevaluatedsolelyonthebasisofempiricalevidence,especiallymacroaggregates.Forexample,thedesirablerateofinflationisoftenestimatedfromitsimpactonthelongrunrateoftheeconomygrowthseee.g.Král2001.Thisapproachisconsistentwiththepositivistapproachtotheeconomicscienceproposede.g.byFriedman1953.Butisitreallywell-basedinthecommoneconomictheory?Thispaperarguesthatitisnot.Thecommoneconomictheoryevaluatesanychangeofanagent'swell-beingonthebasisofhisorhersubjectiveutility.Thekeyquestionisthen:Aretheobservablevariablese.g.macroaggreagesalwayswell-correlatedwithagents'utilities?Ithasneverbeenprovedbyanytheory.Thispaperarguesthatitisoftennotthecase.Thepaperisorganizedasfollows:Section2derivesthecriterionfortheevaluationofapolicy,Section3describesthereasonwhymacroaggregatesandotherobservablevaluesneednottobecorrelatedwiththiscriterionandthanSection4presentsanillustration.
